Meeting Minutes – March 2013
Minutes of the March 2013 Meeting of the Northwestern Wisconsin Veterinary Medical Association, Inc.
The first quarterly meeting of the Northwestern Wisconsin Veterinary Medical Association, Inc. was held on March 13th, 2013 at the Blue Moose Grill & Steak House in Bloomer, WI. There were 45 people in attendance.
Business Meeting:
Call to Order:
The meeting was called to order by President Dr. Bruce Wilmeth at 7:15 PM.
Introduction of Guests:
Dr. Sheryl Shaw, the new APHIS Area Veterinarian-In-Charge for the state of Wisconsin was introduced and commented about her recent appointment to the position of AVIC for WI. She invited members to contact her with any regulatory or accreditation questions.
Approval of Minutes:
The minutes of the December 2012 meeting were read and accepted.
Treasurer’s Report:
The Treasurer reported a current balance of $5218 in the checking account and reviewed the NWVMA Financial Report for 2012 as printed in the March 2013 newsletter. There NWVMA had a net gain of $775 in 2012.
Reports:
WVMA Representative Dr. Mike Wolf:
Dr. Mike Wolf was not able to be present, but sent a message to members which was read by Dr. Wilmeth. Dr. Wolfs message: I was able to testify in Madison before the Senate Ag committee on Feb 13 in support of the PDMP veterinarian exemption. As a unified voice we do have positive impacts for our causes at the state level. We need to grow our grass roots efforts, so when our issues become apparent, we increase the likelihood of favorable outcomes. Below are comments from the WVMA office concerning the status of PDMP and the development of a WVMA Foundation. The WVMA has elected to maintain the control over our HACCP Proper Drug Use intellectual property. The foundation would help finance that control and advance the message. If you have questions please give me a call or email. Thanks, Dr. Mike Wolf
PDMP (Prescription Drug Monitoring Program): The exemption bill received unanimous support in the Assembly Ag Committee and the Senate Ag, Small Business and Tourism Committee. From there, the bill was voted on the Assembly and Senate floors, again, receiving unanimous support. It was signed by the Governor today, Wednesday, March 13! Veterinarians can stop collecting information and will not have to submit any previously collected information. The WVMA will send an email to all members when this occurs. Thank you to all of our members and their response to the “action alert” to contact their legislators. Your individual contacts make a huge difference. In addition, membership dues paid allow us to be effective on these issues. This exemption saved the veterinary profession over $7 million. As always, the WVMA is working on issues even before they hit the radars of our members! If you are not a member of the WVMA, please sign up today by downloading the application on the WVMA website: www.wvma.org.
Foundation: The WVMA Foundation submitted paperwork to the state to allow us to begin to write for grants and solicit donations. The goal of the foundation is to leave a legacy for our profession by funding projects/causes. Currently, we have a lot of work ahead of us to get the foundation off to a solid start. We need to determine its structure and board and set priorities and goals. Eventually the foundation could support public education and awareness, emergency planning, community education, scholarships and more! One place the foundation will help is with the WVMA’s current food safety efforts – The WVMA HACCP For Proper Drug Use – which addresses drug use on dairies.
Dr. Wilmeth encouraged members to thank Dr. Dean Knutson and other legislators for supporting and the PDMP exemption bill.
AVMA Update Dr. Rene Carlson:
Dr. Rene Carlson, AVMA immediate Past President, was present and reported on various AVMA activities and issues. The AVMA GHLIT medical insurance will no longer be available as of Jan 1, 2014 after 56 years of coverage. This change is the result of the Affordable Healthcare Act (Obamacare) which does not allow for the continuation of bona fide health insurance plans. The AVMA GHLIT is such a program. The AVMA GHLIT is working diligently with all affected AVMA members and their families to secure appropriate health care coverage through a private exchange program during the next year. Go to www.avmaghlit.org for the latest information. For specific questions from anyone affected by this decision, contact the AVMA insurance agent in your area (Tom Blaskey) or the AVMA GHLIT directly.
The 2013 AVMA convention will be close by in Chicago, IL on July 20-23, 2013. We are celebrating 150 years (established in 1863) of service to animals and society. Consider a family vacation, continuing education, and meeting new friends and renewing friendships from all over the country.
There are many current issues affecting veterinarians and Dr. Carlson encouraged everyone to look at and follow these issues on the AVMA website (www.avma.org). A couple of these hot issues are drug compounding and DEA regulations about carrying controlled substances in our practice vehicles. If you go to www.avma.org, click on News and Publications > AVMA@Work blog, you will be taken to the latest blogs, which are short and informative headlines and summaries of AVMA activities. If you go to back to the Home Page, click on News and Publications > Newsletters, you can customize which news items are sent to your e-mail directly, like The Advocate on national legislative actions, or the AVMA@Work newsletter, the JAVMA on line version, or Animal Welfare News. There are several newsletters to choose from that will help keep you informed about what AVMA does for you. As always, dont hesitate to contact me at rcarldvm@citizens-tel.net or by phone at 715-491-3540 with any questions. Thank you for being an AVMA (and WVMA and NWVMA) member!! It is so important.
Diagnostic Lab Update Dr. Mark Carlson:
Dr. Mark Carlson announced an upcoming seminar entitled: Small Poultry Flock Training for Veterinarians to be held Wed, April 24, 2013 from 6-9 PM at the Exposition Center in Eau Claire.
Unfinished Business:
Dr. Liane Wilkinson, Spooner, shared her experience with the membership about a local kennel administering intranasal Bordetella vaccine to dogs. She filed a compliant with the state licensing board, but it was dismissed.
Dr. Jenny Belz, Ellsworth, shared her understanding that rabies vaccine can be purchased and given to horses by lay people, but the horse is not considered a legitimate/official vaccinate.
New Business:
Dr. Earl Monson, Stillwater, acknowledged the passing of several member veterinarians and spouses; Dr. Lester Swanson, St. Croix Falls; Dr. Eugene Lindholm; Dr. Leo Prill, Exeland; and Susan Howe, spouse of Dr. Chuck Howe, Ridgeland.
Dr. Wilmeth announced the membership meetings on the second Wednesday of March, June, September and December and encouraged members to invite others in their practice or neighboring practices to attend and join in promoting veterinary medicine.
Dr. Wilmeth encouraged members to sign up for the email version of our association newsletter.

Reports:
WVMA Representative – Dr. Mike Wolf
Dr. Mike Wolf reported on the WVMA Executive Board meeting held on April 13, 2012 in Madison. The State Veterinarian reported on the confirmed case of CWD found in Washburn County.
Horse owners and veterinarians are encouraged to vaccinate horses early this year for EEE and WNV due to the early mosquito season.
The AVMA meeting will be held on Aug 3-7, 2012 in San Diego, CA.
The WVMA Legislative report included efforts to exempt veterinarians from the Prescription Drug Monitoring Program.
The WVMA Annual Convention will be held at the Alliant Energy Center in Madison on Oct 11-14, 2012.
The WVMA HACCP for Proper Drug Use meetings were held on May 11 and May 18.
The WVMA Animal Welfare committee is writing small animal guiding principles on elective procedures like tail-docking, etc.
The WVMA Public Education & Marketing Committee are finishing up a small animal activity book: Keeping Your Pets Happy and Healthy. The WVMA has a new travelling display featuring both small and large animal topics for open houses, etc.

Unfinished Business:
The idea of a Facebook or Twitter webpage for our NWVMA will not be pursued at this time.
Approximately 20 members have indicated a preference to receive our NWVMA newsletter electronically instead of a hard copy.
New Business:
Dr. Earl Monson shared some information that Swiss researchers are hypothesizing a link between chronic spirochetal infections, such as Lymes Disease and Alzheimers Disease in humans.
Dr. Larry Baumann informed members that Burnett County in our NWVMA district is the one county in our state that qualifies for the Veterinary Medicine Loan Repayment Program (VMLRP). This program started Feb 1, 2012, and is funded by Congress to encourage veterinary services in under-served rural areas. Recent veterinary graduates must apply for the VMLRP and commit to at least three years of service in the designated area. There were 80 awards from the 159 applications, for an average of $96,000. Details can be found online at: www.csrees.usda.gov/nea/animals/in_focus/an_health_if_vmlrp.html.
Dr. Larry Baumann also informed the membership of a National Research Council report just released on the workforce trends in veterinary medicine. Two major concerns identified in the report are: 1) the decreasing number of veterinary graduates entering food animal practice (a drop of 62% over the past 20 years); and 2) the increasing cost of veterinary education relative to starting salaries (2011 veterinary graduates averaged $143,000 of debt with starting salaries averaging $66,000). The report concludes that the escalating educational costs relative to starting salaries is unsustainable.
Adjournment: The meeting was adjourned at 8 PM.
Continuing Education Program:
Dr. Melissa Eisenschenck, veterinary dermatologist, from the McKeever Dermatology Clinics in the Twin Cities, presented an update on Allergic Dermatitis in Dogs using PowerPoint slides and a handout of selected slides. (presentation time: 8:05-9:00 PM).
Respectfully submitted,
Dr. Larry Baumann

Life Membership in NWVMA reminder:
Dr. Stone reminded everyone that life membership in the state VMA qualifies them for life membership in our local NWVMA. Anyone wanting life membership in the NWVMA must request or notify our Secretary-Treasurer. Once life membership is confirmed, they are exempt from paying NWVMA membership dues.
Dr. Baumann reminded members that some of us must renew our Wisconsin Veterinary license this month. The only reminder from the Wisconsin Department of Safety and Professional Services was a postcard sent in the mail last month. Veterinary license renewals can be done online as this is the preferred method of renewal. Once completed, the credential is available online and can be printed for posting or display.
Dr. Stone asked the membership for approval for additional budget expenditures for Board members meals at meetings. A motion was made for the NWVMA to pay for the meals of board members at the membership meetings as well as the board meetings (board meeting meals are already being paid by the NWVMA). The estimated cost of this was $400 per year. The motion was discussed and approved on a voice vote. An additional motion was made to contribute $400 per year to our WVMA representative to help defray travel expenses to attend WVMA meetings in the Madison area. The motion was discussed and approved on a voice vote.
Dr. Stone presented a plaque of appreciation to Dr. Tom Whitten for his four years of service to the NWVMA serving as our representative to the WVMA.
Election of Officers: President Dr. Eric Stone called for the election of new officers. Each position was opened for nominations, the nomination was announced and a request was made for additional nominations from the floor. No additional nominations were received from the floor, so the final nominations for each position included:

– President-Elect: Dr. Bruce Wilmeth from Whitehall,
– Secretary-Treasurer: Dr. Larry Baumann from River Falls,
– District Director 2(2 yr term): Dr. Ryan VanderTop from Chippewa Falls.

NWVMA Meeting Minutes – Mar 2011
Minutes of the March 2011 Meeting of the Northwestern Wisconsin Veterinary Medical Association, Inc.
The first quarterly meeting of the Northwestern Wisconsin Veterinary Medical Association, Inc. was held on March 9th, 2011 at the Blue Moose Grill & Steak House in Bloomer, WI. There were 25 people in attendance.

Call to Order: The meeting was called to order by President Dr. Eric Stone at 7:25 PM.
Introduction of Guests: Mr. Kevin Joyce, a veterinary student from UW-Madison with Dr. Eric Stone in Cumberland
Approval of Minutes: The minutes of the December 2010 meeting were read and approved.
Treasurer’s Report: The Treasurer reported a current balance of $3854 in the checking account and reviewed the NWVMA Financial Report for 2010 as printed in the March 2011 newsletter. There was a larger net gain in 2010 due to the post-poned Dec 2009 meeting into Jan 2010 at which time many members pay their annual dues. This created a loss in 2009, but a larger net gain in 2010.
Reports:
WVMA Representative Dr. Tom Whitten
Dr. Tom Whitten reported from the WVMA. Some of the concerns and discussion at the WVMA Board meetings are the poor economy and the high cost of veterinary medical education. There were also discussions about state licensing of dog breeding facilities, drug residue violations in cull dairy cows, and the unlicensed practice of veterinary medicine in the state. Dr. Chet Rawson has been nominated as our Wisconsin representative to the AVMA. A WVMA task force has been formed to suggest ways to better communicate and work with the Wisconsin Veterinary Technician Association. TB certification is required every 3 years for veterinarians performing TB tests. The WVMAs position on raw milk is that farmers should not sell raw milk and consumers should not to buy raw milk. Some issues related to animal welfare are being discussed especially the topic of cattle euthanasia. This years WVMA annual convention will be at the Monona Terrace in Madison on October 20-23. In 2012 the annual convention is planned for the Alliant Energy Center in Madison.
AVMA Update – Dr. Rene Carlson: AVMA President-Elect
Dr. Rene Carlson announced the AVMA Annual Convention will be held this summer in St. Louis on July 16-19, 2011. Additional comments and information provided by Dr. Carlson may be found on our website, www.nwwvma.org. A catalog on AVMA products and services was also provided.
WVDL in Barron – Dr. Scott Jones or Dr. Mark Carlson:
Dr. Mark Carlson was present, but no report.

New Business: None.
Adjournment: The meeting was adjourned at 8:10 PM.
